Michael R. Pack has joined Chester Engineers Inc., a Pittsburgh-based water-wastewater engineering firm, as senior vice president and chief business development officer. He had been a vice president with HDR Engineering, Omaha. Pack, based in Atlanta, will serve as Chester’s aviation market leader. He had headed the city’s Dept. of Public Works and served as interim general manager for Hartsfield-Jackson International Airport.

Oglethorpe Power Corp., an Atlanta power supply cooperative, has named Keith Russell senior vice president of construction, a new position. He had been general manager of construction services for Southern Cos. Generation, a unit of Atlanta-based utility Southern Co. Russell will oversee construction of Oglethorpe Power’s power generating facilities, including up to three alternative energy projects set to operate by 2015.

Leandro Etcheverry has joined Wiss, Janney Elstner Associates Inc. (WJE) as unit manager and associate principal in Houston. He was managing director of the structural diagnostics division of Walter P Moore in Orlando, Fla.

Siemens Building Technologies, Buffalo Grove, Ill., has promoted Christoph Vogel to vice president and unit head of its heating, ventilation and air-conditioning products business unit. He was vice president of strategic planning for parent firm Siemens Corp. USA.

T.Y. Lin International, the San Francisco-based engineer, has named James A. Moreno senior vice president and director of its six-state southern region. He will be based in Tampa. Moreno was an executive at Parsons Brinckerhoff, where he helped establish and then managed that firm’s Tampa office.

Perini Corp., the Framingham, Mass.-based contractor, announces several executive changes. Robert Band, firm president, will take on the additional role of CEO of its management services group. Kenneth Burk, chief financial officer, has been named executive vice president. James “Jack” Frost becomes executive vice president and CEO of Perini’s civil group. He had been executive vice president and chief operating officer of subsidiary Tutor-Saliba but will now oversee all Perini civil operations, including those of subsidiary companies. Mark Caspers, previously president and chief operating officer of Perini Building Co., is now executive vice president and CEO of Perini’s building group and will oversee all related units. William Sparks, formerly senior vice president and chief financial officer of Tutor-Saliba, is now executive vice president, treasurer and corporate secretary of Perini Corp. Steve Meilicke joins Perini as vice president and corporate controller. He was finance manager for a division of General Electric Co.’s real estate group in California.
