The project entails building two reservoirs—a lower reservoir located 8 miles south of Golden­dale near the Columbia River and an upper reservoir on a bluff 2,400 ft above it—and an underground pipeline connecting the two, plus a pump station and three turbines. Wyoming CoreCivic is planning to construct an ICE immigration detention center in Evanston.
