Jennifer BergenerJennifer Bergener has become the first chief operating officer for the Orange County Transportation Authority. A 15-year veteran at the agency,  Bergener oversees 1,000-plus employees and is responsible for transit operations including bus operations and maintenance, rail operations, OC Streetcar operations and Los Angeles–San Diego–San Luis Obispo Rail Corridor Agency oversight.


Wendy BroleyWendy Broley has been promoted to vice president and One Water leader at Brown and Caldwell, working in Walnut Creek, Calif. Broley will continue to expand the company’s reuse, advanced treatment and One Water teams to serve municipal and industrial clients. With 18 years of experience in water and wastewater engineering and operations, she has participated in projects such as San Diego’s award-winning Pure Water Program in Fountain Valley.


Minden ChanMinden Chan has joined Dewberry as a senior engineer in the Long Beach, Calif., office, where he works with the water resilience group supporting coastal and port projects. With 28 years in the industry, he has developed expertise in dredged material management, coastal processes and dredging permitting. He has two master’s degrees: in coastal engineering from the University of Hawaii and coastal water resources and coastal hydrodynamics from MIT. 


Robert Dugan and Christine Mahon have joined the Associated General Contractors of California in Sacramento. As vice president of advocacy and public affairs, Dugan will oversee the organization’s advocacy campaigns and public policy and labor relations activities. He has spent two-plus decades representing interests such as heavy civil construction and public infrastructure finance. As associate vice president of communications and marketing, Mahon’s responsibilities include internal communications, media relations and brand management. With 10-plus years of experience, she has represented VSP Global and various government agencies.


Deborah DagangDeborah Dagang is the new district operations manager for Northern California at WSP USA in San Francisco. She will develop project managers and staff to improve project delivery, project financials and client satisfaction. Pooya Haddadi has been named supervising engineer for bridges and structures in the San Bernardino, Calif., office. Haddadi is the firm’s design manager for the $2.2-billion Mid-Coast Corridor Transit Project in Southern California. Steven Kats has been named business development manager for the Los Angeles transportation and infrastructure business of WSP USA. He previously led large transit projects for agencies such as the Los Angeles County Metropolitan Authority. Liz Telford has been named senior environmental planning manager in the Los Angeles office. Previously, she was regional manager of environmental planning for the California High-Speed Rail Project.


Todd Gjertsen has become the first regional director for SeaBay and will serve as a project manager for key nationwide contracts from the company’s Hayward, Calif., office. He has nearly 30 years of experience in the construction industry.
