Senate Majority Leader Harry Reid (D-Nev.) says he does not plan to bring back a climate-change bill this year after its sponsors failed to block a Republican-led filibuster. The June 6 vote to end debate on the cap-and-trade bill was 48-36, well short of the 60 votes needed. The Bush administration opposes the measure, claiming that the greenhouse-gas emissions cuts it would mandate are too drastic and costly.
