Four teams submitted proposals Oct. 30 to build and finance 18 miles of truck-only toll lanes along Interstates 285 and 20 in Atlanta. They will compete with the original proposal of a team led by Goldman Sachs.The Georgia Dept. of Transportation will verify these by Nov. 3 and then begin in-depth reviews. Skanska USA Civil, Citibank and ARCADIS lead one team. Others are led by: TransUrban, Fluor Corp., Parsons Brinckerhoff and Depfa Bank; Cintra, Ferrovial Agroman and E.R. Snell Contractor Inc.; and Moreland Alobelli and Earth Tech.
