Donald E. Powell, the White House’s point man in the effort to rebuild the Gulf Coast after Hurricanes Katrina and Rita, said on Feb. 29 that he is leaving his post. Powell had been federal coordinator of Gulf Coast rebuilding since November 2005. A longtime Texas banker, he also was chairman of the Federal Deposit Insurance Corp. President Bush says Paul Conway, Powell’s chief of staff, will head the reconstruction office for now.
