Housing-market problems and other stresses will slow states’ fiscal 2008 spending and revenue growth, says a Dec. 5 National Governors Association-National Association of State Budget Officers survey. State operating spending will rise 4.7% this year, compared with 2007’s 9.3% gain. NGA Executive Direc-tor Raymond Scheppach says pressures will lead states to delay new capital projects or stretch out contracts.
