The new appropriations committee chairmen, Sen. Robert Byrd (D-W.Va.) and Rep. David Obey (D-Wis.), are reshuffling their lineups so that both chambers will have 12 appropriations subcommittees. Last year, the House had 10, which Democrats claim helped delay finishing of bills. The plan also shifts the Treasury Dept. budget out of the transportation-housing bill. That may ease fund-ing competition for programs like highways.
