KANSAS Tindall Corp. has announced plans to build a precast concrete wind- tower-base manufacturing plant at a 200-acre site in Newton. The plant is expected to cover between 150,000 to 200,000 sq ft. It will produce Atlas CTB bases, which boost turbine hub heights to 100 meters and higher. A design firm has not yet been chosen. Construction is expected to begin in spring 2011, and the plant is expected to start production in early 2012. The estimated construction cost is between $60 million and $66 million. Tindall has received $16.7 million in American Recovery and Reinvestment Act funds through the U.S. Dept. of Energy’s Section 1302, a program that encourages clean-energy manufacturing. LOUISIANA The Hospital Service District of St. Bernard Parish is planning to build a two-story, 109,000-sq-ft hospital and separate medical office building in Chalmette. ARIZONA The City of Tucson has selected Kimley Horn & Associates Inc. to provide design services for improvements to the intersection of Grant and Oracle roads. The project includes pavement improvements, pedestrian and bicycle facilities, signal modifications, and water and sewer utility modifications. The estimated construction cost is $10 million. CALIFORNIA The Eastern Municipal Water District has awarded a $112-million contract to PCL Construction Inc. to expand and upgrade the San Jacinto Valley Regional Water Reclamation Facility. The project entails increasing the plant capacity from 11 million to 15.4 million gallons per day, as well as upgrading to tertiary effluent treatment to meet more stringent state requirements. FLORIDA Florida State University has selected Peter R. Brown Construction to provide design-build services for a new 303,040-sq-ft, 1,000-space parking garage to be located at the corner of St. Augustine and Dunwoody streets in Tallahassee. VIRGINIA The Naval Facilities Engineering Command has awarded a $12.2- million firm-fixed-price contract to Tetra Tech Tesoro Inc. for design and construction of the steam-plant-area decentralization at Naval Station Norfolk. The project consists of energy conservation measures for lighting, water, retro commissioning, infrared heat, mechanical retrofits and conversion of steam to natural gas. WASHINGTON Yakima School District No. 7 has selected Loofburrow Architects to provide architectural and engineering services for the modernization of AC Davis High School. The project entails building a rock-arch rapids to ease access for native fish species over the 11-ft-high Cape Fear Lock & Dam No. 1. The project comprises the addition of approximately 82,350 cu yds of rockfill placed over a river footprint 300 ft wide by 375 ft long.
