BISHOP

Houston, Texas-based TCB Inc., an AECOM engineering firm, has named Neil Bishop as chairman of the board and John L. Kinley as president. Bishop joined TCB in 1970 and has served as an executive of the company for 20 years. Kinley also has served in executive roles in several AECOM companies since 1978, including president and CEO of P&D Consultants. Jim Royer will remain as CEO of TCB.

Willard E. "Bill" Dunlap has been appointed president and partner of the commercial and industrial construction firm Slater Builders Inc., headquartered in Costa Mesa, Calif. He had been vice president of construction at The Irvine Co., where he spent 12 years managing some of the firm’s highest-profile projects, including The Irvine Spectrum Center and most recently Trabuco Grove in Irvine.

LENHARDT

Baton Rouge, La.-based The Shaw Group Inc., an engineer-construction firm, has hired Alfonso E. Lenhardt as senior vice president, government relations of its subsidiary Shaw Environmental & Infrastructure Inc. He will be responsible for business development activities with federal, state and local agencies. Prior to joining Shaw E & I, Lenhardt held a broad range of positions within the U.S. government and military, serving most recently as the sergeant at arms for the United States Senate where he managed a staff of over 2,300 employees and an annual operating budget of $200 million. m\

OBITUARY

Chester P. Siess, prominent structural engineer, scholar and teacher, died Jan. 14, in Urbana, Ill. He was 87. Siess’ lifelong study of structural concrete influenced many of today’s codes and standards for concrete buildings, bridges and nuclear reactors. Siess is most recognized for his seminal research of "moment shear," which in the mid-20th Century opened up new designs for prestressed and reinforced concrete systems. Among colleagues and students, he was well known for making difficult concepts easy to understand. Siess retired in 1978 as professor emeritus of civil engineering at the University of Illinois. Throughout his 67-year career, he received numerous medals and honors for his work.
