A survey of top project starts in Washington, Alaska and Oregon suggests that a number of segments, including offices, apartments, hospitality, utilities and power are buoying construction activity in the region. Among the missing, however, are large public building projects, including government and university facilities, circumstances that mirror declines in state and locally funded projects nationwide.

Nevertheless, economists such as Ken Simonson, chief economist with Arlington, Va.-based Associated General Contractors of America, have indicated that the growing association of Washington and Oregon with high-tech enterprise is buoying the two states, as is inexpensive power and superior cable infrastructure.

Alaska, alas, is another story, having been pummeled by a decade-long decline in oil drilling and corresponding devastation of the state's budget.
