Kenneth-FulmerKenneth R. Fulmer will succeed Edward D’Alba as president and CEO of Urban Engineers Inc., Philadelphia, beginning July 1. A former intern, he had been deputy director of construction services and general manager for transit and passenger rail.

 


Dave Maune, Chris dePascale and James C. Filson were promoted to associate vice president at design firm Dewberry, Fairfax, Va. Maune, a photogrammetrist in the firm’s geospatial group, is a recognized authority in the fields of geodesy, photogrammetry, lidar and IFSAR, the firm says. Before joining Dewberry in 1992, he directed the U.S. Army Topographic Engineering Center. A senior civil engineer, dePascale is working on projects for Georgetown University and Inova Healthcare Services. Filson, a transportation and hydraulic engineering specialist, was involved in the firm’s work on the Intercounty Connector in Montgomery County, Md., and on the Dulles Rail Phase II design-build project.
 

Todd-BrownTodd Brown, a land use attorney, has joined Shulman Rogers, Potomac, Md., in its land use practice group. He specializes in securing zoning and land use entitlements for development and redevelopment projects in Howard County and Montgomery County, Md.

 


The American Association of Airport Executives (AAAE), Alexandria, Va., has named Senior Vice President Melissa Sabatine to the added role of deputy executive director of its affiliate group, the International Association of Airport Executives. She joined AAAE in 2008 from a previous role as senior policy adviser to the former transportation secretaries Norman Mineta and Mary Peters.
