Alan Davis has been elected to the board of directors for Alan Plummer Associates Inc. He joined the firm in 1998 and currently serves as the team leader for water and wastewater treatment evaluations, design and construction.

Flintco LLC has named Kevin Moyes president of the South Central region, overseeing the company’s Austin office and its Texas operations. He has been with Flintco for 29 years. Also, Rex Woods was named senior vice president, business development for the South Central region.

With the recent acquisition of Pepper Lawson, Webber LLC has named Atul Raj as waterworks division president and Todd Granato as commercial division president. The firm also promoted Curtis Van Cleve to senior vice president of operations of the heavy civil construction division.

Eddie Villeret has joined Brown & Root Industrial Services as president of its turnaround services division. In addition, Clay LeBlanc has been named senior vice president of the company’s turnaround services division.

Russell Zapalac has joined Halff Associates Inc. as executive vice president and chief strategy officer. Zapalac was previously chief planning and project officer for the Texas Dept. of Transportation.

ARC Abatement Holdings Inc. has acquired Midland, Texas-based C & C Coating and Construction Inc. to merge with its ARC Oil and Gas Services. The company will operate as C & C Coating and Construction, based in Midland. ARC Oil and Gas Services’ Kim Merrill has been named vice president of C & C Coating and Construction, while Alan Talley has been named general manager.

Freese and Nichols has hired Ken Reeves as vice president, human resources.

Wayne Hartt has also joined the company as the senior transportation project manager in the Frisco, Texas, office.

Loure Pascual has been appointed director of project controls at WSP | Parsons Brinckerhoff.

At Parsons’ Austin office, Ryan Bloom has been promoted to associate and Andy Harrington, an associate and electrical engineer, has relocated to Texas from the firm’s San Francisco office.

Yvonne Nagy has been named HOK’s Gulf Coast regional health care leader. She returns to HOK, where she was previously a senior associate and project manager.

Structura has hired Clint Clements as Dallas regional leader, Gerry Albanese as San Antonio regional leader, John McKeon as senior project manager and Richard Watson as project manager.

Filo Castore will head DLR Group’s new Houston office as DLR Group principal and Houston workplace leader. Kate Miller joins the firm as business development leader focused on the K-12 education market in Texas. Autumn Gloetzner is a new interior designer, working primarily in the workplace studio. Chris Royster has joined the company as a project manager and senior associate and Jason Drews as a project architect.

Angie Bowers joined PGAL as an associate principal. Previously she was a senior civil engineer at Pape-Dawson Engineers in Houston.

RPS Klotz Associates has promoted Kevin Tyer to deputy operations manager. He joined the firm in 2004 after serving as city traffic engineer for the city of Tyler, Texas.

Eirini Kaissaratou has joined Burkhalter as a project development manager in the Houston office.

SmithGroupJJR has named Clint Menefee as studio leader for higher education at the firm’s Dallas office. Menefee joined SmithGroupJJR in 2006.

Salas O’Brien LLC has opened a new office in New Orleans. Leading the office are David Bonaventure, principal in charge, and Tom Ward, project manager.

The McDonnel Group has hired Cliff Hughes as a senior project manager and Billy Bourgeois as an assistant project manager.

Bartlett Cocke General Contractors has promoted Randall Jay to field operations manager for South Texas; Randall Sayers to field operations manager for East Texas; Christopher White to field operations manager for North Texas; and Trent Bales to senior project manager. In addition, Sean Stevens becomes regional manager for the company’s Central Texas region.

SpawGlass has hired Lloyd Faver as senior project manager, Randy Jones as senior superintendent and Jake Pack as senior superintendent.

JQ has hired Brian Robertson as project manager for the firm’s Lubbock office.

Obituary

Dave Chapman passed away on May 1. He had been vice president – Southwest division at Gilbane Building Co. before his retirement. He was well known for his namesake Dave Chapman Award at Gilbane. Chapman was 84.
