Developers of two new nuclear reactors in Bay City, Texas, have replaced Irving, Texas-based Fluor Corp. with Baton Rouge, La.-based The Shaw Group as partners in an engineering procurement and construction consortium with Toshiba America Nuclear Energy Corp.
