The Dept. of Energy has awarded $452 million in American Recovery and Reinvestment Act grants to states and localities to help fund energy-efficiency upgrades to buildings. In announcing the “Retrofit Ramp-Up” grants on April 21, DOE said the federal funding will be complemented by $2.8 billion from non-federal sources over three years. DOE received more than $3.5 billion in applications, far more than the amount it had available. The largest of the 25 grants was $40 million, to the New York State Research and Development Authority. The market is generally healthy and steadily growing, and margins are up for large specialty contractors. Further, advances in design tools and owner demand for collaboration are giving subcontractors a seat at the table early on in projects.
