“Right now, with the city and state in tough financial times, a lot of restoration work will get put to the back burner,” he says. “They won’t be proactive on repair work. It will only be taken on just before it’s too late.”

New York State Dept. of Transportation pushed through a record $3 billion in volume last year [see story on page NY38], in part thanks to $1.2 billion in federal stimulus funds. One of its major projects that broke ground in 2010 is the $146-million Kew Gardens Interchange, Contract 1, in Queens. ECCO III Enterprises, Yonkers, N.Y., is the contractor on the project, which is set for completion in 2015.

Also under construction is the $70-million Lake Champlain Bridge Replacement in Crown Point, N.Y. The fast-track project, led by Flatiron Constructors, Firestone, Colo., started in June 2010 and is scheduled for completion in October 2011.

Viggiano says similar projects will be difficult for NYSDOT to plan until a new federal highway bill is passed. “If that bill was in place and there was funding three years in advance, the states would do a better job of putting out matching money going forward,” he says. “Without that, they will just fix the immediate needs they have right now.”
